On Monday, April 28, 2003, the Minnesota State Senate passed the Minnesota Personal Protection Act of 2003 — the MPPA — which had previously been passed by the State House. With Governor Tim Pawlenty's signature, this changes Minnesota from a "may-issue" state, where handgun permits are issued at the discretion of government officials, into a "shall-issue" state, where competent, law-abiding adults can apply at their local sheriff's office, and receive a handgun carry permit after taking appropriate training — as a matter of right.
